Continuous Professional
Development Officer
The Irish Institute of Clinical Measurement
Science has been allocated funding for the
provision of a full-time Continuous
Professional Development Officer, who will
work across all disciplines of Clinical
Measurement Science
(Cardiology, Respiratory, Neurophysiology,
Vascular & GI Function).
This person will be expected to work with
the individual professional bodies and the
Dublin Institute of Technology to develop a
Continuous Professional Development Program
in line with international best practice.
The successful candidate will be expected to
coordinate the logistics of all IICMS
professional development activity and will
be available as a resource for any
professional development or educational
activity being organised by individual
professional bodies.
The ideal candidate must have
-
Possess the Certificate in Medical
Physics and Physiological
Measurement, BSc in Clinical
Measurement Science or equivalent
qualification.

Have a minimum of 5 years clinical
experience
-
Have project management experience
The following would be desirable

Be a member of the Institute of
Clinical Measurement Science

Be a member of their discipline
specific body professional

Have been involved at
executive/committee level of their

The post is a 3 year full time temporary
post working 35 hours per week. Gross
Salary will be between €49,600 and €61,400
(depending on Superannuation arrangements)
and the appointment will cease after 3
years. This post may be a secondment from a
HSE post.

Qualifications:

Particulars of
Office.
|
1.
The office is a 3
year full time temporary post.
2.
Normal working week
is 35hrs.
3.
Annual Leave
allowance is 30 days.
The successful candidate will carry concession
day entitlements from their current position.
4.
The appointment
will cease after 3 years.
5.
Gross Salary : €49600
- €61400.
6.
The successful
person may be employed either on a secondment
basis from an existing employer or alternatively
will be employed by the Dublin Institute of
Technology for the period of temporary post.
7.
The person
appointed must give not less than three months
notice, in writing, of intention to resign.
8.
The appointment
will be pension able in accordance with the
provisions of the Local Government
Superannuation Code.
9.
The person
appointed will be required to serve a
probationary period of not less than three
months. The person appointed shall cease to
hold office at the end of the probationary
period unless, during such period, the IICMS
executive has certified that the service of such
person is satisfactory.

(C)Main Duties:
|
a.
Where they exist
continuing professional development (CPD) tools
should be used to identify and prioritise
training needs across the 5 disciplines.
b.
Where they do not
exist the CPD officer will be expected to work
with the individual professional bodies/HEI to
draw up and implement a CPD programme according
to international best practise.
c.
Courses designed to
meet the identified priority needs should be
sourced and organised.
d.
Where appropriate
and to the greatest extent possible the courses
should be provided on a regional basis.
e.
All courses and
programmes organised should be evaluated and
courses or schedules modified if necessary as a
result.
f.
The CPD Officer
will liaise as appropriate with relevant
professional bodies, Discipline Managers, HEI,
Students, Clients, Integrated Services, NHO,
Voluntary bodies and HSE.
g.
Collaboration
between the professional bodies in the provision
and development of programmes should be
encouraged and facilitated as much as possible.
h.
The CPD Officer
will be responsible for planning, organising,
co-ordinating and administering all aspects of
the CPD Programme and courses i.e.
notify/advertise, take bookings, book support
requirements, venue, refreshments, In the cases
where individual professional bodies are
organising CPD activity, support/advice will be
given as requested by those bodies.
i.
The CPD Officer
will project manage this initiative to ensure
maximum utilisation of resources available.

CPD activities organised and
managed by the CPD Officer should:
|
1.
Ensure that
professionals are able to maintain and develop
skills, competence and standards in the practice
of their own profession and in contributing as
part of a team to the overall quality of care
provided.
2.
Be determined on
the basis of prioritised needs which reflect
clear service need while taking into account
individual development needs.
3.
Support the
provision of high quality health and personal
social services.
4.
Contribute to
changing practice with a view to supporting and
achieving the aims of the HSE Transformation
Programme 2007 – 2010.
5.
Be provided or
organised on an interdisciplinary basis where
opportunities arise.
6.
Clearly demonstrate
the benefit to consumers, the service, the
profession and the individuals participating.
7.
Build in and
encourage reflective practice.
8.
Represent value for
money and be recorded in appropriate systems.

Administration duties:
|
·
A copy of the CPD programme for
each year to be submitted to H&SCP Education &
Development Unit.
·
Biannual reports of progress on
this initiative are to be submitted to H&SCP
Education & Development Unit.
·
These reports must contain
details of the quantum and nature of CPD
organised, numbers attending and overall
evaluation. A financial report must also be
submitted with details of how the grant was
used.
·
The CPD Officer will maintain a
register of CPD activity of individuals for the
professional bodies and a central registry for
the IICMS.
·
In conjunction with the
professional bodies, CPD points will be
allocated for activities such as external
meetings and other CPD activity.
·
The CPD Officer will attend
committee meetings of the IICMS and will also
attend committee meetings of the individual
professional bodies as requested.
·
As this is a new post, the job
description and duties may be altered as deemed
appropriate by the committee of the IICMS.

A completely new post
has been approved for Clinical Measurement Scientists.
Continuing Professional Development
(CPD) is the means by which members of
professional associations maintain, improve and broaden
their knowledge and skills and develop the personal
qualities required in their professional lives.
CPD
within and across Clinical Measurement Science has not
been formalised to date. Some of the disciplines
affilliated to UK bodies have a more structured format.
The HSE has provided funding for a 3 year temporary post
as CPD Officer to address this issue. The CPD Officer
will work across the 5 disciplines of Clinical
Measurement Science in this country to identify and
prioritise training needs. They will be expected to work
with the individual professional bodies/HEI to draw up
and implement a CPD programme according to international
best practise.
Funding
The
Health Service Executive
has provided funding for this post for 3 years from 2010
to 2013.
Proposal
It is proposed to advertise for a 3 year full time post
of CPD officer, through the Institute of Clinical
Measurement Science (IICMS). Given the level of work to
be done across the 5 disciplines to standardise,
implement and deliver a quality CPD programme, the IICMS
have chosen to seek a highly qualified and experienced
person from one of the disciplines to take up this post.

Funding for the post will be transferred to the IICMS
however the CPD Officer will not be employed by the
IICMS but will be employed in either of the following
ways:

The person will be seconded from their current
position of Clinical Physiology Scientist for the
duration of the post. An office could be provided on
the hospital site or an alternative location as
arranged locally for the post. If office space is a
problem the CPD officer may be based in the Dublin
Institute of Technology (DIT). Funding for the post
will be transferred from the IICMS on receipt of
invoice.

If
the person is employed from outside the hospital
setting they will be employed by the Dublin
Institute of Technology for the duration of the
post. An office will be provided at DIT. Funding
will be transferred from the IICMS on receipt of
invoice.
Interview Process.
The post will be advertised through the IICMS and
relevant professional society websites in Ireland and
the UK. Closing date for receipt of applications will be
three weeks after the advertisement date. Interviews to
be held two weeks after the closing date. Successful
person will take up their post one month after selection
with a planned start date of September to October. The
interview board will consist of one Cardiac,
Respiratory, Neurology and Vascular Physiology Scientist
from or nominated by the executive committee, plus an
external person from DIT. The interviews will take place
in the DIT or in a venue such as a hotel. Interview
process to be co coordinated by the Chair of the IICMS,
Paul Nolan
Governance
§
The IICMS
committee will work with the CPD Officer and
specifically to advise on, sign off and oversee the
programme of CPD events to be delivered each year. This
committee will have at least one representative from
each discipline. It would also be expected that the CPD
Officer would work with the individual professional
bodies at their request
